Business leaders tout benefits of IBM’s arrival downtown

As downtown Buffalo rolls out the red carpet to welcome Big Blue to Fountain Plaza, many of the city’s real estate, business and political leaders are touting the spinoff benefits they expect all along Main Street when IBM Corp. comes to the heart of the central business district.

First, there is the stabilizing factor that IBM will bring to the Key Center building, filling space being vacated by Delaware North Companies.

“We’re absolutely elated,” said Buffalo Mayor Byron W. Brown.

Then there are the 500 new jobs with a Fortune 500 company coming to downtown as part of a new technology “hub.”

There also is talk of the benefits of those well-paid workers living and spending money and time downtown, driving more demand for store owners, ancillary services and housing. That gives landlords, developers and businesspeople – who may be contemplating more investment downtown – more confidence to follow through.

“It just adds energy, and downtowns are about positive energy, and we have a lot of positive energy going on in downtown Buffalo these days,” said Michael Schmand, executive director of Buffalo Place, the nonprofit downtown business improvement organization. “Our Main Street is coming back.”

Already, long-neglected city blocks, such as the 500 block of Main Street, have seen the renovation and reuse of one building after another with new residents, office tenants, restaurants and stores. And businesses in the suburbs or other parts of the city are calling downtown landlords and brokers to ask about moving downtown.

Finally, there is a perception that the presence of a blue-chip company like IBM, with its global reputation, will attract other technology companies and young job-seekers to Buffalo, particularly to what the city dubs its “knowledge corridor.”

“The more new people we get down here, the better it becomes and the more people it attracts,” said David Sweet, who owns the Rand, Main-Seneca, Main Court and two other Main Street office buildings. “People want to be where other people are, and companies want to be close to other companies.”

A game-changer

IBM’s willingness and decision to set up shop in downtown Buffalo represents an endorsement that community leaders hope will prompt others to sit up and take notice – especially since IBM’s name will adorn the building.

“IBM coming into the city of Buffalo and locating in the Main Street area is a game-changer,” said Robert G. McDonnell, vice president of sales and leasing for Ciminelli Real Estate Corp., one of the area’s biggest developers, and the leasing agent for the Key Center’s New York City-based owner.

“I don’t know if we’ve ever had a blue-chip company that’s going to adorn the skyline in Buffalo,” he said. “That is just huge. That alone just gives automatic credibility when you drive into a city and see something like that.”

Of course, not everyone is so enthusiastic, optimistic or even positive about the news. Skeptics who have seen decades of malaise and decline in Buffalo remain doubtful of change, saying it’s too soon to proclaim “mission accomplished.”

Critics note that IBM’s new facility is heavily subsidized by the state – through the intervention of a governor running for re-election – rather than being a completely private-sector investment. The state will buy and own the real estate and the technology equipment that IBM and other tenants in the “hub” will pay rent to use.

“I don’t see how substituting one heavily subsidized tenant, Delaware North, with another heavily subsidized tenant, IBM, in Key Center will have much of an impact on the rest of Main Street or downtown,” said Patrick Hotung, whose Main Place Liberty Group owns the Main Place Mall. Hotung vied unsuccessfully to attract the IBM project to his building.

Delaware North had occupied space in the Key Center under tax breaks granted by the Erie County Industrial Development Agency in 2000.

A giant shadow

Also hanging over the arrival is the giant shadow of One Seneca Tower.

The city’s tallest building is 95 percent vacant and in the midst of foreclosure proceedings after its biggest tenants left. Its future remains uncertain, and experts agree it would take years for the city’s real estate market to absorb 850,000 square feet of office space if dumped on the market at once.

“We are not out of the woods yet when it comes to the commercial real estate environment downtown,” said Dottie Gallagher-Cohen, president and CEO of the Buffalo Niagara Partnership, whose study of downtown vacancies led to the joint Buffalo Building Re-Use Project with the city. “This deal is significant, but we’ve got a challenge ahead of us here.”

Still, the city’s boosters say they’re more excited about Buffalo’s prospects than at any time in decades, citing growing momentum and widespread development activity.

“The revival throughout the city has been apparent for a while now and is only accelerating,” said Howard Zemsky, co-chairman of the governor’s Regional Economic Development Council, chairman of the Niagara Frontier Transportation Authority, and managing partner of Larkin Development Group.

“There has never been another time during the past 33 years that I have lived here that Buffalo has been so red hot and so optimistic about the future.”

A different reality

The enthusiasm follows a pair of announcements last week by Gov. Andrew M. Cuomo.

First, the state selected Key Center as the new home of his proposed information technology “hub,” designed as one of several job-creation catalysts to stimulate economic development in Buffalo. The new IBM facility will be the anchor tenant in 100,000 square feet of space – with the potential for much more – in hopes of attracting other related companies downtown.

On the same day, Cuomo unveiled the first dozen participants in the statewide Start-Up NY program, with eight in Western New York – seven in downtown Buffalo. The program, developed last year, created 64 tax-free zones around college campuses statewide – 59 in upstate New York – to lure young technology companies that are just starting up, expanding or willing to relocate from out-of-state. In all, the 12 companies are expected to bring 400 new jobs to the state, with 270 in downtown Buffalo.

“I remember Buffalo four years ago, and the economic depression that Buffalo was in, and it is really amazing the amount of progress that was made in such a short time,” Cuomo told reporters. “Not only is the attitude different, the reality is different. We have businesses coming in that you couldn’t dream of three years ago. And we’re very excited to have them.”

In both cases – IBM and Start-Up NY – the companies are supposed to bring hundreds of net new jobs into the downtown core of Buffalo. And the jobs are likely to be most attractive to younger workers, including those fresh out of college – which supporters hope will help stem the loss or “brain drain” of that generation to other cities.

“It’s exactly what we need. You’re going to have 500 jobs in the software industry that are going to not only draw our kids back, but also other people’s kids from other states, who are going to want to work for IBM,” said architect Steve Carmina, of Carmina Wood Morris PC, who moved both his office and his home to the Main Street corridor.

The latest announcements come as downtown Buffalo is in the midst of a construction, development and renovation boom, with more than $6 billion in projects completed, underway or planned during the past few years, according to research by Buffalo Niagara Enterprise.

“In all my 25 years in real estate, I’ve never seen a surge like this coming from downtown all the way up Main Street,” McDonnell said. “You have most of your major developers involved. You’ve got out-of-town companies. Everybody’s pointing in the right direction.”

Bidding wars and big prices: Buffalo real estate is red hot

When Jeff and Monica Rapini decided in late April to sell their North Buffalo home, their agent set the price at $145,900.

She posted the listing online at 2:30 p.m. on a Tuesday. Within hours, five prospective buyers had toured the home, followed by seven more the next day.

The Rapinis received three offers within 24 hours and sold the home for $186,700 – 28 percent more than their asking price and 76 percent more than they paid seven year ago.

The Western New York real estate market is red hot. Prices are at all-time highs, with the annual average price topping $146,000. In some sections of Buffalo – near the Elmwood Strip, Allentown, North Buffalo and parts of the West Side – bidding wars that take prices above asking have become common. Suburbs like Williamsville, East Amherst, East Aurora, Hamburg, Lancaster and Eggertsville are seeing bidding wars, too.

The pace is intense, with even a day’s hesitation making the difference between a signed deal and a missed opportunity. “Getting your foot in the door the day the house goes on the market is key,” said Tammy Capozzi, a broker at M.J. Peterson Corp. “Good houses don’t last.”

The culprit: Too many buyers and not enough sellers. The number of homes for sale, compared with the number for sale a year ago, has declined 28 of the past 30 months, according to data from the Buffalo Niagara Association of Realtors. In the first four months of this year, the number of homes for sale in the eight counties of Western New York hovered just above 4,000 – the lowest it has been in a decade.

Not everyone is seeing speedy sales, multiple bids and big sale prices. The key seems to be that old real estate truism: location, location, location.

Richard and Meghan Wagner of West Seneca have been trying for six weeks to sell their home. Over the years, they have refinished walls, added a heated garage, an expanded driveway, more efficient heating and modern upgrades. But their home is located across a busy street from a new housing development.

“It’s been kind of a weird thing. There were tons of people looking at the house the first three weeks ... but nothing happened,” Richard Wagner said. “It’s just kind of depressing. You think you have a gem and nobody wants what you have.”

But for sellers in hot neighborhoods and towns, watch out.

“It is absolutely the best time to be a seller,” said Bonnie Clement, a broker for Hunt Real Estate Corp. “Never has the seller’s market been this hot.”

The hottest of the hot

Jennifer Brown of Cheektowaga and her fiancé, Adrian Levesque of Buffalo, have looked at nearly 30 homes since early April, mostly in Elmwood Village but also in areas like Kenmore or Tonawanda. At one point recently, their agent sent them seven homes to look at. They chose four to see, but two were gone in two days.

“We haven’t had the chance” to make any offers, said Brown, 31. She added: “They are just going like hotcakes. What I’m hearing is everybody has the same issues, and not getting frustrated is the biggest key. It stinks. I’m a little surprised.”

The price per square foot – a standard measure of value regardless of the size of the home – has soared or even doubled in some city neighborhoods in just the last year, according to data from the Realtors association. In Allentown near the Buffalo Niagara Medical Campus in central Buffalo, the selling price per square foot has doubled. In nearby Elmwood Village, prices per square foot have risen nearly 50 percent.

The popularity of these areas is driven by a combination of older buyers wanting to migrate back to the city from the suburbs and a new generation of younger buyers who want to live near their place of work, in walkable neighborhoods. These areas are also convenient to the new hustle and bustle of downtown and the Medical Campus, and that proximity is pushing up prices whenever a property hits the market.

Pressure on buyers

Areas such as the West Side of Buffalo and University Heights are getting more attention from buyers as prices rise in other areas. Rafael Toledo, an agent with Nothnagle Property Centre, said he and his wife – also a broker – were “shocked” when their clients received an offer at $70,000 for a double home on Plymouth Avenue on the West Side that was listed at $49,000.

“There’s a huge movement of people from the suburbs back into the city,” said Michael Culeton of Hunt. “We’re seeing neighborhoods that were less desirable in the past becoming more so. Those neighborhoods are becoming renovated.”

And there are a lot of cash offers, with no conditions or contingencies attached, such as the need to sell a prior home first.

“We’re seeing a lot of cash buyers as well, which is making it harder to compete,” said Jennifer Maxian, also a broker at Hunt. “It’s really hard to be a buyer with a contingent offer now, because the competition from other buyers that don’t have that contingency makes them more attractive.”

That’s stressful for buyers, who feel pressured to make snap decisions. “If you love a house, you don’t have the luxury of waiting long to decide,” said Hunt broker Robyn Cannata.

After the sale

For sellers who want to stay in Western New York, the problem is finding a home after theirs has sold. With a baby on the way and twin girls under age 2, Eric and Jamie Posa wanted more space. So on March 10, they listed their four-bedroom raised-ranch home in Amherst, near University at Buffalo’s South Campus.

All week, they got calls from buyers, but they couldn’t arrange to show it until an open house March 16, a Sunday. Thirty people came through, two buyers did second walk-throughs Tuesday, and by Wednesday morning, the Posas had two offers – one at full price of $119,000. They had bought it for $86,000 six years ago.

“We didn’t think it was going to go that quickly,” said Eric Posa, a 35-year-old business owner.

They had to be out in 60 days, and didn’t have a new place to go other than with family. Posa said they wanted a house in the $150,000 to $160,000 range, ideally toward the Southtowns near his wife’s family, but they considered properties all over the region. In all, they looked at “a couple of hundred” homes online, went to more than 15 open houses and scheduled showings at more than half a dozen homes. Homes were priced $15,000 to $20,000 over their actual value, he said, and “every open house had 30-plus people.”

Ultimately, they found a 1,700-square-foot Colonial home in Hamburg that was listed at $152,900. But more than one bidder was involved, so they wound up paying $159,000.

“The homebuying experience was ridiculous. It was very stressful,” Posa said. “Every house we looked at that was in decent shape, well-kept and reasonably priced was getting huge amounts of traction. The inventory was frustrating.”

Seeking more sellers

The approach of summer is encouraging more potential sellers to get off the fence, especially after so much attention on the opportunity to cash out. That is what brokers have been urging for months, to relieve the inventory shortage.

The warmer weather also is likely to bring out more buyers, who have been cooped up all winter and are now eager to see what’s out there.

“If you are a buyer, don’t plan on things changing for the next few months,” said Clement. “We are running around like chickens to try and catch the newly listed homes, which sell in a day.”

David Moon has been saving up money to buy his first home for the past couple of years. He started looking online at listings last year, and started working with an agent in February.

He is seeking a double on Buffalo’s West Side, anticipating lower prices in that area while benefiting from the extra rental income from the second unit. But after three months of fruitless hunting, he’s frustrated.

The 34-year-old smoking cessation coach at Roswell Park Cancer Institute put in an offer last week on a two-unit house on Lafayette Avenue, bidding $2,000 more than the asking price. But he lost out in less than 24 hours – to someone paying the full asking price, but all in cash, without inspection.

“I was not expecting this. I really expected there was going to be way more inventory and there just hasn’t been,” he said. “I’m disappointed in what I’ve seen ... I might have to consider looking beyond the West Side, because it’s just not working.”

FHA offers first-time homebuyers discounted loans for taking class

Home loans are about to go on the discount rack for first-time buyers willing to spend a few hours learning the ropes of homeownership, from applying for a mortgage to choosing a contractor for a kitchen remodel.

The Homeowners Armed with Knowledge program, or HAWK, was announced by the Federal Housing Administration last month as a way for homebuyers to cut their mortgage insurance premium costs by attending housing counseling classes. The idea is that the more borrowers understand about home ownership, the less likely they are to default on their loans, reducing the risk for FHA.

After two years with no delinquent payments, the homeowner qualifies for another discount.

Borrowers who take the classes, which include several courses before and after closing, can save an average of $325 a year, or nearly $10,000 over the life of the loan.

“It may not seem like it, but $10,000 is a lot of savings for a $30,000-a-year household,” said Kimber White, state government affairs chairman for the Florida Association of Mortgage Professionals. “It can make the difference between qualifying or not qualifying to buy a home.”

A public comment period on the program will end in mid-August, and White believes borrowers will be able to begin applying by year’s end.

FHA doesn’t write loans, it insures them, and typically targets underserved populations. Borrowers can get an FHA-backed loan with as little as a 3.5 percent down payment and a credit score of 560. Conventional loans can require 20 percent down and a minimum credit score of 620, White said.

Credit scores from the Fair Isaac Corp., or FICO, range from 300 to 850.

“Most people who are buying a home don’t know anything,” White said. “They have a little bit of money in the bank and a decent credit score and want a house.”

Under the program, borrowers who take the housing counseling class before signing a contract to buy a home, and who complete additional counseling before finalizing the sale, can earn a 50 basis-point reduction in upfront mortgage insurance and a 10 basis-point reduction in the annual premium cost. Upfront mortgage insurance premiums are 1.75 percent of the total loan amount, while annual monthly premium costs are 1.35 percent.

An additional 15 basis-point reduction will be awarded after two years with no delinquencies.

“If you talk about the long-term impact and how much it will save homeowners, this will absolutely help,” said Kevin Maher, who teaches first-time homebuyer classes and is the community outreach director for West Palm Beach, Fla.-based DebtHelper.com.

Rebuilt West Side livery seeking special-needs tenants

Six apartments – four designated for physically disabled or impaired residents – remain available in the West Side’s newest and perhaps trendiest affordable housing building, as a local housing agency struggles to find qualified tenants to fill them.

More than half of the 14 apartments at the new White’s Livery Apartments on Jersey Street are already spoken for. However, officials are having a hard time filling three units reserved for hearing or visually impaired tenants and one for a physically disabled tenant, said Linda Chiarenza, executive director of West Side Neighborhood Housing Services. Potential residents must be screened to ensure they qualify for the subsidized apartments.

The nonprofit housing agency led the redevelopment of the historic former stables into a new residential building, which opened last week, six years after a structural collapse nearly prompted an emergency city demolition.

Instead, at the urging of local residents, the city spent over $574,000 to stabilize the building, while the city, the New York State Division of Housing and Community Renewal, the Federal Home Loan Bank of New York and NeighborWorks America partnered with West Side NHS to fund a rescue and restoration.

Only those portions of the structure that could not be saved were demolished. But the project was complicated because the building is “landlocked between other viable structures,” with no room for error, Mayor Byron W. Brown said.

The adaptive reuse project by designer Stieglitz-Snyder Architecture and general contractor Savarino Companies took the former White Brothers Livery and converted the 122-year-old, three-story building into 14 affordable housing units.

Six units have already been rented, with two others in the process of being rented. Two other one-bedroom units are available.

College debt collector opening office in Cheektowaga

A higher-education debt collection agency from the Rochester suburbs is doubling its space in Western New York, signing a lease for 25,000 square feet in the AppleTree Business Park in Cheektowaga.

Fairport-based Continental Service Group Inc., or ConServe, currently occupies 12,000 square feet of space at the Walden Business Center on Walden Avenue in Lancaster. The firm, which signed a 10-year lease, plans to take occupancy of its new space by Sept. 1, according to McGuire Development Co., which handles leasing for AppleTree.

The new lease comes as the firm also expands in Fairport, where it employs 500 in 54,000 square feet of space but needs more room because of expected new hires and anticipated future growth. The firm also does work for the New York State Higher Education Services Corp.

“This is an exciting time for ConServe,” ConServe Chief Financial Officer Richard Klein said in a news release. “The company is rapidly growing, and our goal is to double the size of our staff over the next several years.”

Founded in 1985, ConServe specializes in colleges and universities, government and commercial debt collections. The firm was ranked as the top-performing small collection agency on the U.S. Department of Education’s contract for student loan collections from 2004 to 2010 and received a new long-term contract from the federal agency in 2009.

It’s also been listed among Inc. magazine’s 5,000 fastest-growing companies and has received accolades in the Rochester area for quality control and as a place to work.

Public input is sought on outer harbor

Less than a year after the transfer of outer harbor land to a state waterfront development agency, the effort to convert the prized acreage into a regional attraction is being pushed into high gear by the state.

Western New Yorkers will get their first chance to weigh in with their ideas for Buffalo’s outer harbor next month, as an international consulting firm that was hired to engage the community launches a months-long effort to come up with a “road map” for redeveloping nearly 200 acres of waterfront land.

State and city officials, together with consultants from Perkins+Will, will conduct a series of open forums in early July to inform the public about the plan and to solicit ideas in crafting it.

Plans call for a final “blueprint” for outer harbor redevelopment by the end of September – just six months after the Erie Canal Harbor Development Corp., at the direction of Gov. Andrew M. Cuomo, took possession of the land from the transportation agency that held it for more than 60 years.

“We’re on a very short, very aggressive timetable,” Robert D. Gioia, chairman of the harbor agency, a subsidiary of Empire State Development Corp., said during a meeting with The Buffalo News Editorial Board. “Normally, it can take quite a while to do this, but I work for a guy who doesn’t like to do things slowly in Albany, and he says we’re going to move quickly.”

The forums will be held from 5:30 p.m. to 7:30 p.m. July 9 and 10 at the WNED studios and the Makowski Early Childhood Center in Buffalo, respectively, and from 9 a.m. to 11 a.m. July 12 at the Old First Ward Community Center. They are open to anyone, and officials are printing 2,500 postcards to distribute widely at street fairs, farmers’ markets, Canalside and events such as Taste of Buffalo in order to attract people.

The aim of the meetings is to “reach the broadest possible section of the community,” said project manager Dennis Dornan, a senior associate and architect at Perkins+Will in San Francisco.

“It’s about accessibility, it’s about diversity, it’s about planning and design, and it’s about financial payback,” Gioia said.

Participants will have opportunities to offer their own ideas for the space, and will participate in exercises in which small groups will create their own models for the outer harbor using maps and game pieces that represent various ideas.

“It’s a way to really get people involved and get people engaged in our process, and not just in a way where it’s a back-and-forth dialogue,” said Perkins+Will urban designer Noah Friedman. “We like to turn it into fun games and events that people can do, to really get into the work. We want everybody to come.”

The consulting team will compile suggestions that come out of those meetings into a set of alternatives and possibilities, which in turn they will bring back to the community for comments and more feedback in early August. That will be followed by another month of work to develop a “preferred plan” by early September, with a final opportunity for input before that is turned into a final blueprint later that month.

The plan, which must fit within the city’s new Green Code, will then be publicly released by harbor agency for final comment for one more month. However, it will be flexible and adjustable for changing conditions or needs in the future.

The goal, officials say, is to turn the long-neglected industrial property into “world-class” public, entertainment and commercial space that builds on the success of Canalside downtown.

“This community has been craving a better watefront and more waterfront access forever,” said Sam Hoyt, Western New York regional president for Empire State Development. “People have been very patient. People have waited an awful long time for progress, an awful long time to see results. The governor has charged us with delivering results, and in an inclusive way. … We want to replicate the process that got us to the point that we are at with Canalside and created a world-class waterfront.”

One Seneca worth just 21% of its 2005 sale price

Buffalo’s tallest building, the mostly vacant One Seneca Tower, is now worth barely one-fifth of what a trio of New York City investors paid for it less than a decade ago, according to a court document that cites a formal legal opinion by Phillips Lytle LLP.

The court ruling, which dealt with a related matter, cited a Feb. 4 email from Phillips Lytle that said the value of the 38-story building that dominates the Buffalo skyline “did not exceed $18 million,” based on “comparable Western New York sales.”

That’s just 21 percent of the $85.04 million purchase price that Seneca One Realty – comprising Mark H. Karasick, Avy Azeroual and Charles Ishay – paid in January 2005, when they acquired the 850,000-square-foot tower.

At the time of the sale, the building was fully occupied, generating significant rental revenues. By contrast, it’s now 94 percent empty, with just a handful of tenants on the top floors.

The size and vacancy of such a building are two key factors that “tend to depress value” and likely played a key role with the tower, especially since the market overall “is very stable” and “has not plummeted,” said James R. Militello, owner of J.R. Militello Realty.

“I believe it’s more directly related to the building itself rather than the market,” said Shana B. Stegner, director of office sales and leasing for brokerage CBRE in Buffalo. “You had a building with a very healthy occupancy and long-term leases in place 10 years ago versus where the building is at currently. I can only assume that played a big part in determining the value of the building.”

The law firm’s analysis, conducted earlier this year and revealed this week in the ruling by State Supreme Court Justice Timothy J. Walker, demonstrates the degree to which the building and its owners were harmed by the departure of its three largest tenants – one of which is Phillips Lytle itself.

The law firm and HSBC Bank USA – the primary and former namesake tenant – both pulled out late last year, with Phillips Lytle moving to its new corporate headquarters a block away at One Canalside and the bank consolidating to the nearby HSBC Atrium and a complex in Depew. Between the two, they had occupied 85 percent of the tower.

Meanwhile, the No. 3 tenant, the Canadian Consulate, had closed in 2012. And other tenants such as PriceWaterhouseCoopers are following the bank and law firm out the door, though a few new tenants have recently signed on. That has left the soaring building on shaky footing, with the owners unable to cover the $75 million loan that remains, and which is due in February with a $73 million balloon payment. Anticipating trouble, trustee LaSalle Bank and the loan servicers initiated foreclosure proceedings last December, even before any default, and the building is now in the control of a court-appointed receiver, Richard J. Schechter.

The revelation in the court ruling represents further proof of the serious financial loss that the lenders and investors are widely expected to incur after they foreclose.

The judge noted that the property “will almost certainly not be sold for in excess of $75 million at foreclosure,” and most local real estate observers have predicted a sale for less than $30 million, if not closer to $20 million. That could mean writing off the balance of the loan.

As it was moving out, Phillips Lytle was hired in December to represent Seneca One in a tax dispute with the city over the building’s assessed value. According to Walker’s ruling, the firm advised Schechter, as the receiver, to accept a tax assessment of $24 million for the 2013 tax year and $21 million for 2014, based partly on its own valuation of the building.

In a further twist, Walker’s ruling came on a request by Phillips Lytle to intervene in the foreclosure proceeding because it contends that Seneca One owes it $612,574 in excessive lease charges. The firm had won a judgment at arbitration for that amount, and sought to ensure that it would be paid.

The judge denied the request, however, after rejecting the law firm’s assertion that it is a “priority creditor.” The judge also noted that the firm’s claim is against Seneca One, not LaSalle, and there is “insufficient value in the property for anyone – other than LaSalle – to ever receive any proceeds as a result of the eventual foreclosure sale.”

New Catholic Health headquarters downtown is nearly ready for use

The first batch of workers from Catholic Health system will move into the hospital company’s new corporate headquarters in downtown Buffalo at the end of July, as Uniland Development Co. works to put the final touches on its offices at the foot of the Kensington Expressway.

About 70 to 80 workers are scheduled to occupy space in the shiny new 139,000-square-foot building as of July 25, marking the first wave of what will ultimately be more than 700 employees moving to the central business district.

The hospital system’s employees will fill a six-story corporate headquarters and regional training facility that was designed to maximize flexibility for the future, while unifying Catholic Health’s administrative staff under one roof for the first time since the integrated system was created 16 years ago.

The project is on time, after Uniland put in extra shifts every Saturday and on a few Sundays to make up for lost time. More than 100 workers are on site every day. “We’re working toward the schedule, after a tough winter, so there’s a lot of work going on here now,” said David Vitka, vice president of facility planning for Catholic Health.

The $51 million project at 144 Genesee St., between the Elm and Oak arterials, is one of several major ongoing construction projects in downtown Buffalo that are changing the city’s landscape and skyline.

The Catholic Health project is particularly visible because it sits at the entrance to the central business district for commuters on the Kensington.

For Catholic Health, though, the project is all about a new way of doing business, designed to be more efficient and more collaborative. It relies on a combination of Steelcase modular furniture, cubicles, walls and even floors that can be easily reconfigured as needs change, simply by lifting, repositioning and reconnecting pieces.

Electrical wires and cables fit snugly underneath “floating” low-rise floors, which are comprised of hundreds of triangular metal pieces that are linked together and connected to black cylinders, which in turn are spaced evenly and sit loosely on the cement floor underneath. The metal floor is then covered by carpet tiles that can be easily removed to access floors and wires beneath. Walls, furniture, metal-framed frosted glass office doors and cubicles are also movable and interchangeable. In all, it took 80 tractor-trailers to deliver the pieces.

“We won’t need to construct anything with conventional drywall and time and dust and all of that,” Vitka said. “It’s a nimble building.”

The nonprofit health care provider, which operates Sisters Hospital, Mercy Hospital of Buffalo, Kenmore Mercy Hospital and multiple other facilities, is consolidating its administration functions to the new building from eight locations in Buffalo and its suburbs. The new complex includes parking for nearly 900 vehicles in a four-level ramp and surface spaces.

About 400 employees will be coming from outside the city, particularly from the AppleTree Business Park in Cheektowaga, with the rest coming from locations at Sisters, Mercy and the former Nazareth Home at Symphony Circle. Catholic Medical Partners, the independent practice group of Catholic Health doctors, is also relocating its leadership in August 2015, and will share the sixth-floor executive suite with Catholic Health.

Officials have projected the move will ultimately save about $1 million in annual expenses through reduced travel, joint purchasing, centralized supplies and storage, and even the use of a handful of advanced multi-function copy-and-print machines to replace many separate machines for smaller groups of people at all sites.

Savings are also envisioned in postage and even through the use of UV-filtered water dispensers instead of water coolers. “There are dozens and dozens of things you wouldn’t even consider that add up to cost-savings,” said Catholic Health spokesman Chuck Hayes.

Catholic Health also will make the training facilities in the building available for health and education partners, such as University at Buffalo, Niagara University, D’Youville College, Trocaire College, Erie 1 BOCES and hospitals in Niagara County and rural areas.

And it hopes its workforce will add to downtown. “There’s a real connection to the city,” Hayes said. “We don’t want to just plop down here, drive off and be done. We’re looking for our associates to be part of it.”

So while there is a cafeteria that seats 160, the company will encourage employees to take advantage of the 52 eateries that are within walking distance. “We wanted people to embrace the city,” Vitka said. “We didn‘t want people living in the plastic bubble, going from the suburb to here and going right home.”

Hayes said some employees “have some trepidation about coming downtown” because they’ve never lived or worked in the city, so “we’re doing our best to get them acclimated.”

“Regardless of what the hesitation is, it’s new and it’s different. Change is always tough, but we think it’s going to be great for the long run.”

ConServe to open call center in Cheektowaga

A collections agency based in suburban Rochester confirmed Tuesday that it will open up an expanded call center facility in the AppleTree Business Park in Cheektowaga as it doubles its workforce locally to handle its federal government contract for student debt.

Continental Service Group of Fairport, or ConServe, will lease 25,000 square feet in the former shopping plaza, for a state-of-the-art call center with 250 seats. The new facility, which is expected to open in the fourth quarter, will replace its current location in Depew, where it employs 100.

Founded in 1985, the company provides debt collection services for higher education, government and commercial clients, with a particular focus on student loans. The fast-growing firm, which has received industry and local recognition in Rochester for quality, has a long-term “unrestricted” contract with the U.S. Department of Education, which is driving its growth.

The firm has been ranked the top-performing small- business collections agency for the department for 2004-2010, received another long-term contract in 2009 and was ranked No. 1 as of March 2014.

“We selected the Cheektowaga area as the site of our new communication center due to Buffalo’s extensive pool of talented, solution-oriented professionals,” said ConServe President Mark Davitt. “We are thrilled to move forward with this expansion as it will provide the space and capabilities to enable ConServe and its employees to help our clients and their customers achieve their collective goals.”

Officials expect “a significant demand for additional employees in the near future” both in Buffalo and at its facility in Fairport. Available jobs include problem-resolution counselors, training and development advisers, quality assurance analysts and communication center managers.

Ceremony marks milestone at HarborCenter

Two downtown construction projects are marking two very different milestones this week, as the Buffalo Sabres topped off the steel at HarborCenter on a foggy, gray Wednesday, while Uniland Development Co. erected a new tower crane to start building its 12-story office and hotel tower.

Construction workers shouted, cheered and snapped photos amid drizzle as the final piece of structural steel was raised from Perry Street over the top of the structure and into its position atop the eighth floor of HarborCenter at Canalside. There, workers sitting high atop other beams – but tethered for safety – grabbed hold, rotated and maneuvered the 1,500 pounds of steel into place and anchored it down.

The 40-foot beam – brightly painted in Sabres’ blue and yellow – was covered with signatures of construction workers, Sabres staff and even Sabres owners Terry and Kim Pegula and President Ted Black. A hockey stick, U.S. and Sabres flags, and banners of the contractors and labor union were attached, along with a small potted fir tree that is an ironworker tradition when a building reaches its maximum height.

“For the guys who are out here every day, this is a big day,” said Cliff Benson, the Sabres’ chief development officer. “Fifteen months ago, we broke ground, and here we stand today. It’s nothing short of a phenomenal effort.”

The 20-story mixed-use facility, which is linked to the First Niagara Center by a pedestrian bridge across Perry Street, will include two full-size NHL ice rinks on the sixth floor, a 205-room Marriott Buffalo HarborCenter hotel and an 850-space parking ramp. There’s also a two-story restaurant, called 716 Food and Sport, and a two-story commemorative Tim Hortons, plus some additional retail space. The facility will be the home arena for Canisius College hockey and the Junior Sabres, and will also host college and amateur hockey tournaments.

Plans originally called for the eight floors of the ramp, rinks, restaurants and retail to be open by late September or early October, with the hotel tower opening in May 2015. The complex project is now more than 70 percent complete, although it is slightly late after the difficult winter and typical construction hurdles.

Still, “we’re going to finish at the end of October,” said Ryan Poropat, project supervisor for general contractor Mortensen Construction. That’s a bit tight for Canisius, which had planned to start playing its hockey on the HarborCenter ice in early October.

“We have a lot of work obviously to do that, and we’re going to get it done, that’s for sure,” Poropat said. “You get a lot done real fast, and then it’s all the nitty-gritty detail work at the end. We’re entering that stage.”

Employment on the site is now at the peak of 250 workers daily, where it is expected to remain until the project is done, and the laborers are generally working six days a week – occasionally even on Sunday for specific needs, such as last week.

Meanwhile, farther north on Delaware Avenue at Chippewa Street, workers prepared to put up a new tower crane today – the fifth to be seen in downtown Buffalo in recent months. Uniland’s project at 250 Delaware calls for a new corporate headquarters for Delaware North Companies and a 120-room hotel.

Plans had called for the crane to start going up Wednesday, but projections of bad weather – including possible thunderstorms and lightning – forced officials to postpone the event until Thursday morning for safety.

The hotel tower will continue to climb until it tops out in September, but aside from a steel penthouse for mechanicals, the rest is concrete, so the ironworkers will be done. The remaining tower crane will come out in October.

Work then shifts inside, where the bleachers and 11 locker rooms are already framed on the south side, and the concrete pad for the south rink was poured.

Layers of drainage boards, insulation and vapor barriers will be laid above that, followed by the piping to cool another concrete layer above it, which will hold the ice sheet itself. That ice floor will be poured in late July, followed by the ice itself in August. The process will be repeated for the north rink.

Simultaneously, construction continues on the two restaurants. By winter, the hotel will be enclosed, leaving just the interior to be finished as of February or March.

“To be where we are today is nothing short of a great tribute to the effort,” Benson said. “Going forward, we’re now in a place where you can really move. We don’t see much of a problem going forward.”

KeyCenter to get new look amid changes downtown

The firm that runs the KeyCenter and Bank of America Building at Fountain Plaza hopes to spruce up the first floor and outside plaza to make it “user-friendly” and respond to the new dynamics of downtown.

Ciminelli Real Estate Corp., which manages the facilities for New York City-based owner Erwin Zafir, wants to change the look and feel of the complex as the mix of building tenants changes, car traffic returns to Main Street, and Canalside grows as a destination.

CEO Paul Ciminelli said the impending departure of Delaware North Cos. and the arrival of IBM Corp. at KeyCenter create both a vacancy and potential new demand for the ground-floor retail space in that building.

Delaware North’s Sportservice division operates Vito’s Market, a gourmet deli. But Ciminelli expects that to close after Delaware North moves out next year. Coffee Culture already closed its store there.

Meanwhile, IBM Corp. is moving in, but its 500 younger workers may want other food and retail options.

Also, the initiative to restore two-way car traffic to Main Street, alongside the Metro Rail, will bring new activity. That’s on top of redevelopment of other buildings along Main by individual landlords.

And the rising popularity of Canalside – including potentially for ice skating – could mean less need for the Rotary Rink. “There’s a lot of positives happening downtown, and in that context, you have to take a fresh look at Fountain Plaza,” Ciminelli said, adding that the firm does not have any specific ideas in mind yet.

Canterbury Woods opens sales office

Nearly all of the new senior apartments at Canterbury Woods’ proposed new Gates Circle facility in Buffalo are tentatively spoken for – more than two to three years before the luxury facility even opens its doors.

As of now, 51 people have made tentative deposits for “priority reservations” for the 53 units planned for the six-story independent living complex, which will be part of the company’s Amherst-based continuing-care retirement community.

That means each of them has paid a refundable fee of $2,000 to hold a spot on the list. And they will have the first opportunity to pay the larger 10 percent deposit to actually secure an apartment once state officials approve the facility’s “certificate of authority” so that construction can begin, said Rob Wallace, president and CEO of Canterbury Woods, which is run by the Episcopal Church Home and Affiliates.

Given that plans for the complex were announced only a few months ago, and a model unit was unveiled only Thursday, that “is truly spectacular and really shows that Western New Yorkers and the folks in downtown Buffalo are really embracing this concept coming to the city of Buffalo,” Wallace said.

But that doesn’t mean there won’t be openings available when the building actually opens. Officials hope to get that state approval within a year, so they can start taking deposits by early summer of 2015, he said. But based on the experience nationally of other continuing care communities, 10 to 15 percent of the initial priority list tends to drop off, as people change their minds, their health changes, or they die. Even after deposits are paid, “a lot could happen” in the ensuing two years of construction, he said.

As a result, Wallace said, statistics show that about 65 percent to 70 percent of the priority list will end up being initial residents. “When you’re dealing with an elderly population, a lot can change in such a small time period,” he said.

Even so, officials were upbeat Thursday as they joined local political and business leaders to open the company’s new $250,000 marketing and sales office at 50 Gates Circle, across from the former Millard Fillmore Hospital site where it will go. The company also unveiled a new website, www.cwgatescircle.org.

The first-floor office, which will be open Monday through Friday, includes a fully furnished 1,000-square-foot model apartment unit across the hall, complete with a special back-lit window screen to show a view looking up Chapin Parkway from the upper floors of the building.

“Imagine enjoying the views looking up Chapin Parkway or down Delaware Avenue toward downtown Buffalo,” said Charles Maloney, chairman of the Canterbury Woods board of directors. “We have no doubt that people are excited by the prospect of being able to spend their retirement in a distinctly urban – distinctly Buffalo – location.”

Designed with the goal of enabling city residents to stay in the city as they grow older, the 130,000-square-foot Canterbury Woods building will be prominent on the circle, facing Chapin Parkway. Apartments will range in size from 800 to 2,000 square feet, with the smaller units being one-bedroom apartments, and the larger ones having two bedrooms.

“The early excitement for this project matches what we have been hearing and seeing for the past few years,” Wallace said. “People want to be a part of what is happening in Buffalo.”

Canterbury Woods is a senior living community for people age 62 and older, offering independent living, assisted living, skilled nursing and rehab, and guaranteeing care once someone is in the system. It’s regulated by both the state Department of Health and Department of Financial Services.

It’s a form of insurance, because residents pay a significant upfront entrance fee, or investment, as a “buy-in” to the system and then a monthly fee on top of that. At Canterbury Woods, the entrance fee ranges from $300,000 to $700,000, depending on how much care they want to reserve in advance, while the monthly charges vary from $3,000 to just over $7,000.

However, 90 percent of the entrance fee is refunded to them or their estate if they leave or die, and their monthly fee remains constant throughout, regardless of the level of care they are receiving, Wallace noted.

Canterbury Woods’ $28 million complex, which also includes some assisted living, is part of the larger $63 million redevelopment of the 10-acre former hospital site, which is being converted into a sprawling mixed-use complex that also includes market-rate apartments, homes for sale, a 25,000-square-foot grocery store, a fitness center that could be YMCA Buffalo Niagara and community facilities.

The project’s developer, TM Montante, will bring its plans to the city Planning Board on Tuesday and is moving forward with the environmental review process, including evaluation of any historic structures, so that “we’re not bringing down anything we could adaptively reuse,” said TM Montante President Timothy Vaeth. That won’t be complete until the fall, however.

Meanwhile, no public hearing has been held, but Vaeth said officials are trying to talk to neighborhood residents “as much as possible ... because we know about the location and how important it is to everybody.”

A residential market study showed strong demand for both rental apartments and condos, justifying the plans for 500 such units, he said.
